The wars and human tragedy engulfing the Congo is worsening by the day. Millions have been killed since 1996. Hundreds of thousands of women have been raped; and millions more will die long after the conflict is over from the ensuing HIV/Aids pandemic, triggered by campaigns of sexual atrocities against women – and still spreading today at an alarming speed (The human spur to action, 30 May). While there is enough blame to be shared by all parties to this conflict, Bosco Ntaganda, Sultani Makenga and Sylvestre Mudacumura bear primary responsibility for the recent spike in waves of violence and mass displacement.
We urge the UK government to impose targeted sanctions against senior members of the National Congress for the Defence of the People (CNDP) and the armed group M23.
We also urge the government to call on the international criminal court's chief prosecutor to expand the charges against Ntaganda to include recent massacres; to provide urgent diplomatic leadership and logistical support to the international criminal court, Monusco (UN stabilisation mission in DR Congo) and the Congolese government to arrest and send Ntaganda to the Hague; and to warn the government of Rwanda, as well as individuals and corporations known to have funded or armed Ntaganda, the CNDP or other militia gangs in the past, to halt immediately or face international isolation and sanctions.

Paul Rusesabagina is the man whose story is told in the film Hotel Rwanda (2004), which depicts the 1994 genocide in Rwanda, when nearly 1 million people were brutally slaughtered. He was reputed to have saved lives of more than 1200 Tutsis and Hutus, and still continues to fight for human rights. This summer he will inaugurate the Peace and Love Festival in Borlange, Sweden with an introductory talk on June 26. The Peace & Love Festival is in progress June 26 - 30, 2012. This year's theme is A New World. The genocide in Rwanda was one of the most brutal atrocities of humanity in modern times.
The West and the UN received massive criticism afterwards for not doing anything even though they saw clear signs of the escalation of violence in Rwanda, which eventually led to the killing of nearly 1 million Tutsis and moderate Hutus.
Paul Rusesabagina was hotel manager of the Hôtel des Mille Collines in the capital, Kigali. He took over after its European executives fled the country when the violence began to escalate. He saved both Hutus and Tutsis and through his diplomacy and contacts, all of the more than 1200 people who were living at the hotel survived.
“Sweden is the country that one of my heroes, Raoul Wallenberg, comes from. Although my intentions were never to become a new Wallenberg or Elie Wiesel, I am deeply honored and humbled to be compared with them. They set examples for each individual. I am an ordinary man who listened to my conscience and tried to do the right thing. Coming to Peace & Love in the year, which is also a centennial year for Wallenberg, feels like the right thing to do,” said Paul Rusesabagina.
“I think we can create peace on a personal level and I'm sure the organizers of the Peace & Love share that belief. I am honored to launch this year's festival and try to help to lead the way to a New World,”continued Rusesabagina.
Paul started the Hotel Rwanda Rusesabagina Foundation in 2005 to give a voice to victims of genocide and support peaceful actions in Rwanda and worldwide. Paul's autobiography An Ordinary Man appeared in 2006. Paul has won several international awards for his efforts.

Samedi 12 mai 2012, Sanford Weill et son épouse Joan, ont été faits « Docteurs Honoris Causa » de l’université de Sonoma dans le Comté du même nom en Californie.
Le même jour, c’était au tour d’un autre étudiant modèle, à savoir le président Rwandais Paul Kagamé, de recevoir son diplôme en « Lettres et Humanité » des mains du doyen de l’université William Penn qui fait la fierté de l’état US de l’Iowa.
Deux étudiants hors du commun, devenus Docteurs « Honoraires » le même jour à 2 500 kilomètres de distance, liés peut être à l’insu de leur plein gré, par un même destin.
Il faut bien le reconnaitre, l’un comme l’autre n’ont pas lésiné sur les moyens pour obtenir leur distinction académique…
Sandy, l’ancien Président Directeur Général de Citigroup, a commencé par verser 12 millions de dollars particulièrement appréciés par le conseil d’administration de la fac californienne. La reine des Subprimes
Les étudiants locaux dont les parents ont vu ces derniers mois leur maison saisie à la demande de la Citibank, l’une des reines des subprimes, ou qui peinent à rembourser leurs prêts-étudiant, se sont probablement abstenus d’assister à la cérémonie. Il paraît que ceux qui y étudient la finance ont gardeé en travers de la gorge la bouée de sauvetage de 475 milliards de dollars –la plus élevée à ce jour - de fonds publics débloqués en urgence par les Etats Unis pour éviter à Citigroup de sombrer au top de la crise financière. Plus directement, personne n’a zappé que sous l’administration Clinton, Sandy a largement contribué à la mise en pièces de la loi Glass-Steagall, ouvrant grand la porte à la bancocratie triomphante dont nous continuons à payer le prix. D’ailleurs, le Time Magazine ne s’y est pas trompé en le plaçant dans un tout autre palmarès, bien avant qu’il reçoive son titre honorifique, comme l’un des 25 responsables de la crise financière mondiale. D’ailleurs pour célébrer l’événement, le Haut Commissariat aux Réfugiés de l’ONU a publié le 16 mai, une photo saisissante accompagnée d’un commentaire selon lequel depuis le 27 avril, 8200 nouveaux congolais ont franchi la frontière orientale du Congo pour se réfugier dans les camps rwandais. Un mois plus tard, 30 000 autres malheureux reprenaient en chœur le fameux slogan : « En Mai, deviens Ougandais »…
Le remarquable travail de recherche, décrit notamment le rôle de la Citibank dans le transfert vers le Rwanda, du coltan, ce minerai stratégique dont 60 à 80% des réserves mondiales sont concentrées dans la région du Kivu, et le rapatriement d'une partie des profits vers le Congo afin d’y soutenir l’effort de guerre de l’étudiant Kagamé.
Le 12 mai, pendant le discours du doyen, de nombreux étudiants qui assistaient à la petite fiesta étaient plongés dans les paragraphes 130 à 135 de la thèse en question : la partie consacrée aux instructions données à la Citibank à New York par une banque rwandaise, la BCDI, de payer les millions de dollars de factures des entreprises rwandaises qui approvisionnaient les milices locales pendant la deuxième guerre du Congo.
Un pré-jury, l’ONG « Comité International de Sauvetage » - IRC - fondé en 1933 sous l’inspiration d’Albert Einstein pour apporter son assistance aux réfugiés victimes de guerres et de catastrophes naturelles, s’est d’ailleurs penché dès janvier 2008 sur les circonstances à l’origine de la distinction universitaire de Paul Kagamé. Il a estimé que les conflits congolais avaient provoqué la mort de 5,4 millions de personnes entre 1998 et 2008. Majoritairement victimes de famines et d’épidémies multiples contractées dans les camps de réfugiés et au sein des populations déplacées…A la lumière de ces infos, on peut se légitimement se poser la question : le mot Honneur a-t-il encore un sens ?
Amnesty International submitted a report, May 2012, to the UN Committee against torture denouncing the use of torture and other ill treatment by Rwandan military intelligence (DMI) and other security personnel.

The organization documented 18 allegations of torture and other ill-treatments. It also outlined cases involving enforced disappearance, unlawful detention, and lack of access to lawyers, family members and medical assistance in contravention to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT).
According to the report, civilians who are unjustly arrested and detained in military prisons, are then subjected to inhuman treatments in order to force them to provide false evidence against their neighbors, family members or acquaintances.
“The culture of torture has been normalized in Rwanda” explained Erwin van der Borght, the Amnesty International representative in Africa to the BBC.
Based on surveys conducted by the organization during the last two years in Rwanda and reports from the UN committee against torture, van der Borght confirmed that at least 18 people were abducted and detained in clandestine jails, which are housed in military barracks, where they undergo cruel treatments.
It is especially the infamous Directorate of Military Intelligence (DMI), known for its cruelty, which is in the focusof Amnesty International investigations. The agency is suspected to have installed several prisons which in appearance are normal prisons but in reality are used as laboratories of torture, especially in the military barracks of Kami and Mukamira.
Methods of torture that are practiced in these torture camps include punches and kicks to people that are often chained or suspended. Electrocution is cited as the preferred method of torture used by torturers from the DMI.
Amnesty International also mentioned other methods of torture such as suffocation by a bag over one’s head for several hours with arms and feet chained behind. Moreover, victims of torture are isolated in unlit cells without any possibility of seeing a legal counsel or a doctor.
Amnesty International said it interviewed many people who have been released and attested to have collected sufficient evidence concerning the increase of torture in Rwanda and the diversification of methods of torture. The use of torture sharply increased in Rwanda during the period leading to 2010 presidential elections. That period was followed by a climate of terror due to repeated throwing of grenades in the country’s capital - Kigali.
The organization sent letters to Gen. James Kabarebe, Rwandan Minister of Defence and Tharcisse Karugarama , Minister of Justice on 29 March 2012 summarizing some of the findings and requesting an official response in order to reflect the Rwandan government’s perspective. But Rwandan authorities have not replied.
Amnesty International expressed concern over the use of torture that is increasing in Rwanda in complete violation of all principles of human rights and dignity.

GOMA, Democratic Republic of Congo (Reuters) - A uthorities in Democratic Republic of Congo are investigating allegations that neighbouring Rwanda is recruiting and training fighters in support of a new armed movement in its troubled eastern borderlands, a government spokesman said on Monday.
The British Broadcasting Corporation, citing a confidential United Nations document, reported earlier on Monday that among the defectors from the newly formed militia were at least 11 Rwandan nationals who claimed to have been recruited in Rwanda.
Rwandan Foreign Minister Louise Mushikiwabo dismissed the allegations as "categorically false and dangerous".
Lambert Mende, Congo's communications minister, told Reuters that his government had received similar information from fighters captured by the army.
"All those who have been arrested after the last fighting are telling the same story," he said, adding that an inquiry was under way and Congo government itself was not accusing Rwanda of supporting the rebels.
"Rwanda is denying it, and we don't have any reason to doubt what they're saying at this time," he said.
The two Great Lakes neighbours have a troubled history. Kigali in the past has accused Kinshasa of harbouring Rwandan Hutu fighters who fled across the border after carrying out a 1994 genocide in which some 800,000 Tutsis and moderate Hutus were killed.
Rwanda in turn has backed a succession of rebellions in eastern Congo over more than a decade of violence that has claimed the lives of over 5 million people.
In 2008, U.N. investigators accused Rwanda of arming the National Congress for the Defence of the People (CNDP), led by renegade Congolese Tutsi General Laurent Nkunda.
However, a 2009 peace deal that saw Nkunda arrested by Rwanda and his troops integrated into the army appeared to usher in a new era of cooperation between the erstwhile enemies.
"Rwanda's national interest is served by containing conflict and building deeper bonds of peace with our neighbours," Mushikiwabo said on Monday.
Meanwhile, Hiroute Guebre-Selassie, who heads the office of Congo's peacekeeping mission, MONUSCO, in Goma, confirmed the contents of the leaked report in an interview that aired on the BBC on Monday.
"They say they were recruited in a village called Mundede, that they were given training in weapon handling, and that they were sent to DRC to join the M23," she said.
The fighting in recent weeks has forced some 100,000 people to flee their homes according to the United Nations, including thousands into neighbouring Rwanda and Uganda.

La lettre est écrite dans un langage très poli,
respectueux et sans animosité. C’est bien un signe de maturité politique et de
respect des autres et surtout ceux qui
ont des points de vue différents. Cette qualité contraste avec les propos du Président
Kagame envers elle (elle a été qualifiée de hourrigan…)
La lettre explique très bien le sens de son combat et
cherche à lever toute équivoque, interprétations et la prise de ses propos en
dehors de leur contexte. Le Président Kagame ne
pourra pas dire un jour qu’il ne savait pas ce qu’elle voulait dire.
La lettre
montre combien Madame Victoire Ingabire Umuhoza est soucieuse de la promotion
de la réconciliation et de l’inclusion. Elle ne veut pas blesser, elle veut guérir
et c’est le sens de ses excuses quand on lit toute la lettre. Elle est prête
pour le rassemblement de tous les Rwandais et n’hésite pas à s’excuser auprès
des gens qui auraient mal compris le sens de son combat ou de ses déclarations.
C’est de l’humilité politique qui l’honore et c’est une preuve d’un leadership
dont les rwandais ont particulièrement besoin pour le moment.
Cette lettre est un complément de ses déclarations qu’elle
est convaincue que son procès est politique et qu’elle ne peut trouver justice
que par la voie politique. Cette lettre explique encore mieux la récente décision
de Madame Victoire Ingabire Umuhoza de ne plus se présenter devant le tribunal
car elle a complètement perdu confiance
dans les tribunaux rwandais qui obéissent aux injonctions politiques.
C’est bien un procès politique et la décision
appartient au Président Kagame. La lettre a son sens.

An internal UN report accuses Rwanda of complicity in supplying weapons and soldiers to the rebels in DR Congo.
An internal UN report seen by the BBC cited defecting
soldiers, who said they had been trained in Rwanda under the pretext of joining the army, before being
sent over the border to fight.
The conflict broke out in April after a mutiny by
some Congolese army officers.
Rwanda's foreign minister told the BBC the UN report is "categorical
lies".
"The UN mission in DR Congo is lying; they have
not verified anything; they are repeating claims and rumours that we, the
Rwandan government, have heard over the last many weeks," Foreign Minister
Louise Mushikiwabo told the BBC's Network Africa programme.
"What would Rwanda gain in creating instability around its own borders?
It does not make sense," Ms Mushikiwabo said.
Rwanda 'prepared for mutiny'
The UN report says some of the mutiny's leaders are
former rebel Tutsi officers who had been linked to Rwanda, whose government is dominated by ethnic Tutsis.
They were incorporated into the Congolese army in 2009
as part of a peace agreement.
The area has suffered years of fighting since 1994,
when more than a million ethnic Hutus fled across the border into DR Congo
following the Rwandan genocide, in which some 800,000 people, mostly Tutsis,
were slaughtered.
Rwanda has twice invaded its much larger neighbour, saying
it was trying to take action against Hutu rebels based in DR Congo.
Tens of thousands have fled the recent violence in
the eastern DR Congo.
The BBC's Gabriel Gatehouse, in the eastern Congolese
city of Goma, says the UN spoke to 11 defectors there.
They had deserted their posts in the mountainous
jungle area on the border between the DR Congo and Rwanda.
The UN report says the deserters were Rwandan
nationals, recruited in Rwanda under the pretext of joining the Rwandan military.
They were given weapons and training, and then sent
into DR Congo.
Some of the men were recruited as early as February 2012,
the report says.
This is a potentially significant detail, our
correspondent says, as if the claim is true, it would suggest Rwanda was preparing for conflict before the mutiny by
rebellious officers began in April.
One of the deserters, the report says, is a minor.
Earlier, there was fresh fighting between government
forces and the army mutineers.
A spokesman for the mutineers, Vianney Kazarama, told
AFP that the Congolese army was attacking one of their strongholds in North Kivu province with heavy weapons.
The mutineers say they belong to the March 23rd
Movement which originated from the Tutsi-dominated CNDP rebels.
They agreed to be integrated into the Congolese army
under a 2009 peace accord, which included Rwanda, but recently started to
defect en masse, complaining of bad treatment.
Bosco "Terminator" Ntaganda, a Congolese
rebel who once fought with Rwanda's army and is wanted by the ICC for alleged war
crimes, is accused of masterminding the mutiny after pressure increased for him
to be arrested. He denies the claim.
Before the 2009 peace deal, the CNDP militia
threatened to invade Goma, leading some 250,000 people to flee.
People in and around the town of Goma blame these
troops for persistent unrest - including looting and rape - since the formal
end of DR Congo's war in 2003.

Here is a lesson we learn from this episode: truth is
both a POWERFUL and DANGEROUS weapon. It is dangerous because it is disruptive.
Once we speak truth to power-as in 1959, 1973, 1990 and now in 2012-our society
is gripped with fear and change. It is also dangerous because it often has
unintended consequences. It is powerful because in face of truth, empires and
tyrannies have finally crumbled as a stack of cards.
My lesson from the temporary presence on a list of
the accused in the Iowacase against Kagame is that truth is also a
liberator. It sets us free. That in itself is powerful. The families of the
victims of the crime stood in for me, and said, "Theogene is a witness,
not a criminal." Yet, we were formerly enemies. My former friend, Paul
Kagame is the accused and I bear witness against him. Such is the irony of life.
This could only happen when we begin to embrace truth
and invest in a "trust account" among us Rwandans. Truth is a
multiplier that increases trust among us. With trust, together we can imagine
and build a better future for all of us-Hutu, Tutsi and Twa: one united nation,
of free men and women, democratic, peaceful and prosperous. That is what our
children and grandchildren expect from us. Nothing less.
This is what RNC and the peaceful revolution we are
involved in is all about. Previous revolutions have produced winners and losers,
but at the end we have all become losers. We are trying to convince Kagame and
a small group of people under him to make a choice. They can abandon the
fruitless and dangerous course of resisting peaceful change. Together, we could
become the most free and the most forgiving nation in history. Alternatively,
Kagame et al might choose to continue to resist peaceful change, and rely on
brutal force, deception and lies like all dictators before him. This path leads
to unnecessary and preventable violence and bloodshed. Even on this violent
path he will inevitably emerge as the loser, and , like all dictators before
him, he will be assigned a shameful seat on the dung heap of history.
Can we unleash maximum peaceful revolutionary energy
