Presidents Habyarimana and Ntaryamira Assassination: A Sham Investigation leads to Unsubstantiated and Pre-Determined Findings

The so-called “Mutsinzi Commission” that was setup by the Rwandan government in April 2007 has just issued its report. The mandate of that commission was to investigate the conditions surrounding the shooting down on April 6, 1994, the presidential jet on board of which both presidents, along their closest aides, were travelling after a regional heads of states meeting held in Dar-es-Salaam, Tanzania the same day. Such terrorist act sparked one of the horrendous tragedies both in Rwanda and in the Africa Great Lakes region the world has ever known.
As our organization had indicated early on, the aforementioned Commission was doomed to produce a report that would not address the real issues. Therefore, the commissioners resolved not to single out the
real perpetrators of the crime but ended up shifting the culpability while designating a hypothetical group of FAR (Forces Armees Rwandaises) elements as the culprit. However, recent investigations as well as testimonies of former RPA (Rwandan Patriotic Army) individuals have indicated clearly that the assassination of both presidents was the a RPA commando under direct orders of Paul Kagame. Therefore, Kagame and his cronies were the ones who were behind the downing of the Falcon jet in the sky of Kanombe International Airport in Kigali on April 6, 1994.
Our organization has learned that once the Mutsinzi Commission learned that the initial findings were leading to Paul Kagame and his cronies, the commissioners decided to shift gear and cover up the deeds of these criminals. It is even reported in certain spheres of Kigali elite that one of the investigation initial drafts disappeared mysteriously. In addition, it was apparent that during the press conference held at the Hotel Serena on Jan 11/10, the principal investigators flanked by the Minister of Justice were unable to provide satisfactory answers to questions put forward by the corps of the present journalists. For that reason, the press conference was hastily and abruptly brought to an end by the Kigali regime dignitaries.
Our organization rejects categorically and unequivocally the findings of such a sham commission. We call upon the International Community in general and the UN in particular to set up an internationally independent commission similar to the one that investigated the assassination of the Libanese Prime Minister, Rafik Hariri. Such commission would have a broad mandate to investigate the assassination of Presidents of Rwanda and Burundi and to prosecute the perpetrators of such crime. Based on extensive investigations conducted by the Judges Jean-Louis Bruguiere of France and Fernando Andreu of Spain, Paul Kagame and his cronies shall be brought before independent jurisdictions to respond of their deeds.
We remain convinced that only the establishment of a genuine rule of law guaranteed by a truly independent Judiciary will pave the way for a lasting Reconciliation of Rwandan people. Distorting the facts for the expediency of the Kigali regime renders a disservice not only to Rwandan people but to the whole humanity. We are strongly of the opinion that the Truth will set all Rwandans free.
