Paul Kagame’s blackmail aims at granting him impunity

In his speech to mark the 15th commemoration of the genocide in Rwanda, President Paul Kagame once again blamed the International Community which, according to president Kagame, has abandoned his country when it was burning in 1994. How can Kagame dare to say such contradictory statements in front of the Rwandan people who still endure the suffering that Kagame himself inflicted to them? Does he believe that he can always lie to the Rwandan people or foreigners who were not there when these unspeakable events took place?

President Kagame should stop attributing to the International Community his own responsibility in the genocide against the Tutsis for reasons that ought to be recalled as a requirement. In 1994, upon Kagame’s own request all organizations that where present in Rwanda have been ordered to leave the country. He threatened to fire on theirs members if, within 24 hours, they refuse to comply with his order. Fifteen years later, we all still remember this moment as if it was yesterday.

In addition, there is a simple logical link between the injunction to leave Rwanda and the Rwandan tragedy. As a friendly reminder, the assassination of the Rwandan President, Juvenal Habyarimana was the ultimate goal of the provisional war that spanned from October 1st, 1990 to April 6th, 1994. This war would indeed give way to the final and total war, which since 1989, was always subordinate to Habyarimana’s assassination which finally occurred on April 6th, 1994 at 8: 35 PM. That is after nearly a five-year period aimed at hunting down the Rwandan president whose death was bet by his Ugandan counterpart Yoweri Kaguta Museveni in the following statements:

"President Yoweri K. Museveni accepts all reports and plans of the committee to assassinate President Habyarimana. Before the war began, Juvenal Habyarimana must have been assassinated. This assassination will act as immediate triggering force for political disarray. Many other alternatives are permitted provided they can accomplish the mission of murder. Under the supervision of Captain Kiyinyi, the 1st Battalion of the military camp Lubiri (Uganda) will make an assault on the territory of Rwanda with special artillery and machine guns. On his way, no one from the Hutu ethnic group should stay alive as long as the fighting persists. The Hutus are our regional enemies as previously mentioned by the leader of the Liberation Yoweri K. Museveni, referring to the secret pacts concluded in a special meeting held in the Rwagitura presidential palace in Mbarara (Uganda). These are Museveni’s statements quoted by Major Paul Kagame. The methods and special techniques must be strictly refined and implemented so as to not attract the attention of the International Community."

Paul Kagame and his mentor Yoweri K. Museveni were limitless in their conspiracy to assassinate the Rwandan President Juvenal Habyarimana and to trigger the collapse of the public order that was expected to occur in Rwanda. Does anyone still question the link between the shut down of the Rwandan presidential plane on April 6th, 1994 and the sobs that followed such a terrorist act? Is this analysis an attempt to wipe out the culpability of those who massacred the Tutsis and their Hutu allies? No, absolutely. While remembering all the victims of this well planned butchery, it seems essential to dare to distinguish the acts of conception from the acts of execution with regard to the genocide against the Tutsis and their Hutu allies. Such pertinent processes would ultimately make it possible to distinguish all Rwandan victims from their murderers both Tutsi and hardliner Hutus. Anyone enamored with truth should not be intimidated by the RPF regime and its allies.

Given such intimidations and blackmail, the value of truth has become more important than the virulence of the accuser. One must continue to investigate and seek to learn more about Habyarimana’s assassination, which should allow the RPF to make multiple shots with one stone. The list of the RPF crimes is so long. First, Habyarimana’s assassination allowed the RPF to put an end to the provisional war that was designed to temporarily put a military stress on Rwanda and its leader. With such a military constraint, the RPF and its allies were able to organize and impose a series of mock negotiations that led to the Arusha Peace Agreements. Specifically, both the RPF and its allies neither aspired to peace nor to the negotiated political solution in Rwanda. Instead, these dummies were for the RPF and its allies a trap carefully set up to bring the Rwandan President into the collimator of his murderers.

It is also well known that Habyarimana’s assassination allowed the RPF to put an end to the mock implementation of the Arusha Peace Agreements. The RPF supporters are right when they say that the Hanyarimana’s assassination was not the trigger of the genocide. Indeed, before the war that started on October 1st, 1990, everything was pre-planned. Only the tactics of camouflage and implementation have evolved over time and space. The planning of the genocide against the Hutus preceded the planning of the genocide against the Tutsis. Although these two tragic events are not mutually exclusive, they are complementary to one another.

The Article 14 of the Rwandan constitution is clear, precise and unconditional about the above statement in these terms:
"The State shall, within the limits of its capacity, take special measures for the welfare of the survivors of genocide who were rendered destitute by the genocide committed against the Tutsis from October 1st, 1990 to December 31st, 1994, the disabled, the indigent and the elderly as well as other vulnerable groups."

Rooted in the unspeakable, the Article 14 of the Rwandan Constitution tends the mirror to the obscured past of the RPF regime. The assassination of Habyarimana was quite inevitable, in order to complete, in the government-controlled zones, the genocide initially committed in the areas that were already conquered by the RPF. If the Rwandan genocide actually spanned from October 1st, 1990 to December 31st, 1994, how this broader Rwandan genocide which has never been investigated can be reduced to Tutsis only?

In my opinion, it is counterproductive to try to awkwardly amend the constitution in a desperate attempt to wipe out crimes that have already become so indelible. There is no shortage of research documents attesting that the Rwandan genocide was inevitable in order to trigger a total and definitive war, which since 1989, was subordinate to the assassination of the Rwandan president. In light of Article 14 of the Rwandan constitution and with regard to the RPF regime which is the emanation of the Ugandan army, the NRA, the assassination of Juvenal Habyarimana that occurred on April 6th, 1994 is not the trigger of the Rwandan genocide. The trigger of the Rwandan genocide is the aggression war that was launched on October 1st, 1990 by the Ugandan army against the Rwandan people.

Before the RPF regime implements its strategy to reverse the roles in planning and executing the genocide in Rwanda, no one had ever heard the RPF saying that it attacked Rwanda to stop the genocide. During its mock negotiations about the rule of law and the Arusha Peace Agreements, the RPF has never alluded to such justice that should be established by the Transitional Government with Extended Base to the RPF (TGEB) in order to prosecute, try and convict the genocidaires.

Consequently, while the RPF lobbying groups are in vain shouting and passing vague and ambiguous laws against genocide ideology or revisionism, the Rwandan people who have a clear sense of a nation, are fed up with such a political gimmick. They already know that no prior planning of the genocide against the Tutsis by the Hutus has been demonstrated up to date. For instance, among other recent documents, the memorandum addressed to the United Nations by the leaders of PARTENARIAT-INTWARI made it clear that no rigorous and impartial researcher can deal with the issue of the planning of the genocide committed in Rwanda without seeking for specific dates, specific testimonies and irrefutable proofs. Specifically, without seeking for irrefutable evidence and planners of the genocide against the Tutsis and their Hutu allies that the RPF / NRA massacred at the hands of others simply because these victims belonged to the coalition of democratic forces for change but also were strong proponents of the negotiated political solution to peace and power sharing in Rwanda.

Caught up by his criminal record and terrorist past, President Paul Kagame should stop taking the Rwandan people for hostage. His inevitable military solution and his willingness to get unyielding power have pushed him to conceive a comprehensive plan of genocide whose full implementation required to go through a transitional genocide plan designed, in extremis, to get rid of the inimical democratic forces that were opposed to his military option so that he can justify his final offensive, which was still subordinate to the assassination of President Juvenal Habyarimana.

By provoking the massacre of these democratic forces at the hands of the Hutus already decapitated of their commander in chief, the RPF / NRA wanted to finally confront their initial opponent demonized and isolated. The latter did not resist falling into the RPF / NRA trap after Habyarimana’s death. This strategy of reversing the roles in the Rwandan genocide was also aimed at boycotting and rendering obsolete the Arusha Peace Agreements so that the RPF/NRA can finally pursue and complete the extermination of the Hutus who were obviously the original target since they had been labeled early in 1989 as the regional enemies hence the main obstacles to the inevitable continuation of the regional war of liberation, from Rwanda to the current Democratic Republic of Congo (DRC).

Everything was planned in advance. Everything stands clear up to date. All indices are serious, sincere and consistent. This is why, given the multiple contradictions and controversies arising from the Rwandan constitution that contradict the UN resolution, many are Rwandans who ask themselves many questions to which the RPF, if indeed it does not convey itself the genocide ideology, should respond before labeling anyone who is enamored with truth as genocide denier or revisionist. Given the current legal situation, can we talk about the genocide against the Tutsis or the Rwandan genocide?

Can one become revisionist of a genocide for which no planning has been demonstrated? According to the Rwandan constitution, can we celebrate “the 19th commemoration of the genocide committed in Rwanda from October 1st, 1990 to December 31st, 1994” or the 15th commemoration of the genocide against the Tutsis?

Can we choose between the Rwandan genocide that "holds us together as a nation" or the genocide against the Tutsis, which up to date, "divides us and sets us against each other to the sole benefits of his real mastermind and sordid interests?

It only belongs to the Rwandan people to find the answers to these questions. The history of the broader Rwandan genocide can never be reduced to only Tutsis or to the dictatorship and special interests of the majority of the members of the UN Security Council. The memory of all Rwandan and Congolese victims should rather be the benchmark in comparison to the current UN majority standard, which is a constraint and not an absolute obviousness or immutable reality.
