Rwanda: General Marcel Gatsinzi obscures the truth about the Rwandan genocide

Recently, General Marcel Gatsinzi, current Rwanda's Minister of Defense, apologized to the Rwandan people for his role during the Rwandan genocide. He admitted that he was unable to distance himself from the people he accuses of having conceived, planned and conspired to kill the Tutsis of Rwanda.

He admitted that he knew the people who planned the Rwandan genocide. To sustain his statement with tangible evidence, he said that not only he used to work with these people but also to live among them. He said that his neighbors were in two groups. He should specifically explain to the Rwandan people in which group belonged those who conceived and planned the genocide.

General Gatsinzi was obviously coward. Instead of telling the truth to the Rwandan people, he clearly decided to use that truth in order to gain favors from his controversial master whose criminal nature has already been exposed to the Rwandan people and the international community. General Marcel Gatsinzi asserted that he knew those who planned the genocide. The ICTR based in Arusha, Tanzania once called upon General Marcel Gatsinzi to testify on what he already knew about the Rwandan genocide preparation but surprisingly, he declined the invitation.

As a consequence of this obstruction to justice, the Rwandan people are heading towards an impasse in their search for the truth on the mystery surrounding the Rwandan genocide
General Gatsinzi was one of the top Rwandan military leaders in the Habyarimana’s regime. One may surely wonder in which military group General Gatsinzi used to belong to since Ex-FAR military leaders have been accused by the Kigali regime and the International Community as the ones who conceived and conspired to kill the Tutsis of Rwanda. On may also recall that up to date, both the ICTR and the Kagame’s regime have failed to provide evidence that the Habyarimana’s regime planned and conspired to commit genocide against the Tutsis.

Frankly, we all know that during the day General Gatsinzi belonged to the Rwanda troops. At night the same General Gatsinzi used to belong to Kagame-Museveni’s troops, leaking information about the situation of the Rwandan troops on the battle field. We also know that he was receiving a monthly pay from both sides. Will he one day have the courage to tell the Rwandan people about the plans that were being conceived in these two rival groups?

It was well known that the extermination of the Tutsis was part of the RPF plan to achieve its military victory and reign without any power sharing. That is exactly what happened. Such a military victory would not have been possible should Kagame and Museveni had not shot down Habyarimana’s plane on April 6, 1994, a terrorist act that triggered the Rwandan genocide. Long before Habyarimana’s aircraft shot down, Kagame-Museveni did everything possible to strangle any political party opposed to Habyarimana’s regime. In the end, the political situation inside Rwanda got out of control when unpredicted parameters emerged. Such parameters include the extermination of the Tutsis who were known as enemies and some Hutus known as RPF accomplices and portrayed in international media as « moderate » Hutus.

Early on, RPF soldiers exterminated Hutus and Tutsi (Hima) in Northern Rwanda. By killing Habyarimana, the RPF leadership halted the implementation of the Arusha Peace Agreement signed between the RPF leadership and the Rwandan Government on August 4, 1993. Additionally, such a terrorist act made it possible the extermination of many Hutus, Twas and Tutsis who were actively opposed to the Habyarimana’s regime.

When RPF leadership signed the Arusha Peace Agreement, its real motive was to get the opportunity to officially bring its troops into Kigali City in preparation of the final battle aimed at seizing power by force. Officially, RPF troops in Kigali City were meant to protect RPF officials who were supposed to be part of the Unity government according to the Arusha Agreement. Habyarimana’s death was supposed to precede the extermination of many Rwandan politicians. Unfortunately, such a sinister plan did not go as planned and turned into the extermination of the Tutsis.

FPR leadership was ready to exterminate any Hutu politician who was collaborating with Tutsis. To do so, FPR spy agents had already infiltrated the Interahamwe and Impuzamugambi i.e. MRND and CDR militia, respectively. Through these spy agents, RPF ignited the fire as a pretext to resume the war and take power by force so that it can continue its ethnic cleansing plan under the umbrella of reprisal killings aimed at revenging the Tutsis.

When the RPF leadership conceived this mafia-like tactic consisting on “one absolutely having to kill before being killed”, they wanted to eliminate any Rwandan who was prone for a peaceful resolution of the conflict so that they can deal with all criminals who ironically helped RPF fulfill its goals aimed at exterminating a portion of Rwandans who were longing for lasting peace and genuine power sharing according to the Arusha Agreement.

RPF leadership never supported the Arusha Agreement which constituted the basis of power sharing in Rwanda. RPF leadership never walked their talks. Paradoxically, those who revenged Habyarimana became genocidaires while those who conceived, planned and conspired to commit genocide in Rwanda became the angels that revenged the Tutsis.

When Museveni-Kagame conspired to kill Habyarimana they already were aware of the unprecedented massacres at large scale that were about to follow. They never got overwhelmed by the killings because what happened was exactly what they had been planning for several years.

One may also recall that Habyarimana’s assassination was not the first RPF crime aimed at thwarting a peaceful resolution of the Rwandan conflict. Compiling evidence accuses RPF with regard to Fred Rwigema’s assassination in October 1990.

Kagame had always longed to exterminate the Hutus in Rwanda. Prior to heading the RPF as a Commander in Chief, Museveni managed to physically eliminate any RPF member who was opposed to Kagame. Fred Rwigema was gunned down on Museveni’s orders. By Museveni’s orders, Majors Bayingana and Bunyenyezi were subsequently also gunned down along with many other RPF soldiers who were opposed to the killing of innocent civilians in Rwanda.

This is what prompted Museveni to promote Kagame as RPF Commander in Chief despite his unpopularity within the movement. There is no doubt about it. Kagame had always pledged that one day he would wipe out all the Hutus of Rwanda. The genocide against the Hutus that had been pre-planned has led to the genocide against the Tutsis with Kagame being the real mastermind of these two genocides.

Habyarimana’s government was unable to stop Kagame from committing genocide against the Hutus in Northern Rwanda. In order to dismiss the Arusha Agreement and establish his control over the Rwandan territory, Kagame first dispatched spy agents with a specific mission of manipulating Interahamwe and Impuzamugambi militia with lie propagandas so that these militia can unknowingly help him to exterminate a portion of the Rwandan population in government controlled localities.

When his plan went as it was planned, Kagame got strong reasons to accuse the government of having committed genocide against the Tutsis and moderate Hutus.
As a result, Habyarimana’s government got isolated by the International Community as evildoer while Kagame became the liberating angel.

Strong evidence on prior planning of the genocide against the Hutus by Kagame and Museveni has been recently uncovered in Uganda. The plan which was filled with unspeakable animosities was equally and carefully conceived by these two men.

In addition, evidence also exists on Kagame and Museveni full responsibilities on prior plans aimed at provoking a retaliatory genocide against the Tutsis in Rwanda.

Furthermore, it is also well known that from its creation, the RPF movement was intended to be the bridge for subsequent Uganda’s invasion of Rwanda under the umbrella of Rwandan refugee’s rights to return in their home country after 30 years of exile in Uganda. These refugees are now ruling Rwanda with an iron stiff.

It is not surprising that Museveni will soon be decorated by Kagame who got lifted up from Kampala and got installed in Kigali. Those who would like to know how such dreams became reality I would recommend the memorandum on the Rwandan genocide published by Partenariat-Intwari on March 8, 2008.

The document was sent to the UN Security Council, the organization of the African Unity (AU), the International Criminal Tribunal for Rwanda (ICTR), and other international organizations. Up to date, with regard to all the people and/or organizations that received the document, nobody has denounced it as lie propaganda. They all kept silent and are constantly fighting against the untold truth that is increasingly being revealed with regard to the Rwandan genocide.

General Marcel Gatsinzi participated in Neutral Military Observer Group (NMOG) in Rwanda from March 1991 to October 1993. He knows very well how the group was manipulated since he was the key player. He also is aware of similar manipulations within the Mission of the United Nations in Uganda-Rwanda (UNOMUR) from June 22, 1993 to September 21, 1994 and obviously within the United Nations Assistance Mission for Rwanda (UNAMIR) from October 5, 1993 to March 8, 1996.

Given the fact that General Marcel Gatsinzi was welcomed by both wearying sides, he should tell the Rwandan people how these peacekeeping forces came in to help the RPF which was busy getting ready for the final war while all other Rwandans could not wait to sign the Arusha Peace Agreement and enjoy a long lasting peace democracy in Rwanda.

His testimony would surely help us find solutions to the current political deadlock in Rwanda and help the Rwandan people understand the truth behind the tragedy that is still afflicting them.

Among other things, Gatsinzi should explain how “Tutsi International Power (TIP)” led to Hutu Power, how RPF Radio (Muhabura Radio) by fueling hatred among Rwandans led to the creation of Radio Television Libre des Mille Collines (RTLM), and how Inkotanyi (a militia that belonged to the Rwandan Tutsi King Rwabugiri in the 19th century) led to Interahamwe (MRND militia) and to Impuzamugambi (CDR militia).

Gatsinzi’s testimony may also shade the light on how the genocide committed against the Tutsis from on October 1, 1990 to December 31, 1994 (according to Article 14 of the current Constitution of Rwanda), has been falsely attributed to the interim government that was constituted on April 19, 1994 in full compliance with the Rwandan Constitution.
