Rwandan Minister Musoni Scandals Revealed Including Hiding Wealth In Uganda



In Rwanda, like other countries on the African continent has not been left out of the bankrupt and corrupt politicians. First of all, President Paul Kagame takes credit for being a zero tolerant leader on corruption. And he has manifested a great resistance to members of his party as well as the entire government machinery to enjoy dipping their hands in government coffer enrich themselves.

And Kagame’s strong resistance has paid off to some extent because many of his former allies both in the army and ruling party have either been shown the door, and few have run away into self-imposed exile in fear of being held accountable and responsible for their personal vices.

Undoubtedly, President Paul Kagame stance on fighting corruption remains unquestionable and a fundamental cause to champion.

256news.com informers have named James Musoni, the current Minister of Local government as the most corrupt person still surviving in President Paul Kagame’s.

According to our Kigali based informers and who are senior government officials said, James Musoni, though powerful and a political giant in the ruling party RPF, he has been involved in many corrupt deals, mostly using the ruling party’s business ventures like construction companies.

It was reported more than once in several local newspapers the banned Umuvugizi and Umuseso that Minister Musoni grabbed the plot where he built his house in Kiyovu from a known owner; changed the title into his name, issued threats to the owner and enlisted him on the list of people who committed genocide.

For fear of his life, the owner of this plot asked the writer not to disclose or reveal his name. It is pertinent for the ruling party and relevant investigative agencies to task Musoni about how he fraudulently acquired this plot.

Not only did Musoni forcefully grab this plot, but he also used the ruling party’s construction company, CONTRACO, to build on this fraudulently acquired plot his personal house with a luxury and lavish swimming pool at no or little cost than valued by Contraco engineers.

According to original value of the house, it was estimated at 600 Million Rwanda Francs (more than 1 million USD). Using his position as Chairman of Trista, executive member of the ruling party, as well as his closeness to the President, he only paid 20 million Rwandan Francs.

Musoni used Jean Pierre Gashagazi to pay less than what the ruling party would have earned as income.

“I challenge members of the ruling party to put him to task so that he pays back this stolen balance of 580 million Rwandan francs with interest! A fear to hold him accountable is a total betrayal of the cause to fight corruption, and a clear manifestation of lack of integrity and credibility on your part”.one RPF senior member who preferred anonymity requested.

On the same development we were informed that, Musoni After using Contraco to build his Kiyovu castle, he constructed two storied houses in Gaculiro using his relative Robert Tumwesigye, Managing Director of Real contractors, another RPF construction company.

Unlike in the former deal with Contraco where Musoni paid a penny, in this new deal he never paid even a symbolic penny.

“I perused through the company’s records, and nothing shows that these two storied houses were a gift granted to him by the ruling party’s executive or assembly, or the company’s board. Therefore, he used his position to steal from the ruling party’s treasury, and should be forced to either surrender the two houses to the ruling party or pay the total construction cost with interest!” our source lamented.
256news.com has established that, Musoni is investing in Uganda to hide from the hand of Ombudsman. He runs two big hostels in Kampala with a fat bank account in Uganda’s Centenary Bank. (we will furnish you more details about soon).

Musoni it’s also alleged he Las frustrated a venture partnership of a German housing investor company with Real construction.

The Germans investors led by Mr. Christian Angermayor (a member of the Presidential economic commission) expressed to entire a joint venture partnership to build low cost houses. In the course of conducting a dual diligence of Real Construction Company, the Germans investors unearthed the existing two storied houses. Deeply shocked, the new partners pleaded with Musoni to pay for houses or allow surrender the houses back to Real Contractors.

The fierce and furious Musoni could not take any of their advice; instead he opted to fight these investors to the extent of undermining their efforts to enter a joint venture partnership with Real Contractors. Eventually, the ruling party lost both the mission and vision of inducing foreign investments to spur economic development in the country, build low cost and affordable houses.


It’s said that this powerful and corrupt Super Minister has been hiding in the President’s entourage as an innocent and hardworking cadre; time is catching up with him, according to insiders.

“Much as he likes pointing fingers at others as being corrupt (even when they are not; but simply because he’s failed to get a kick back from them), I think that it is high time the party and the government exposed his dirt”. An insider stated.

He added that,Politicians irrespective of their seniority in the party remain accountable to the citizenry, and Musoni is no exception to this belief and no special in any way to deserve impunity from being held accountable. At this point, there’s no evidence that he is being shielded by the political organ of the ruling party. Hence a reason for the disciplinary committee as well as government institutions such as (criminal investigative department and prosecution) to explicitly expose him, make efforts to recover the millions.
