Belgium: Alert to European Citizens During Kagame's Presence in Brussels
[The following is a message to European Citizens from leaflets distributed to the public during a rally against tyranny and impunity organized on Saturday December 4th, 2010 and Monday December 6th, 2010 by Rwandan and Congoleses civil societies in Brussels, Belgium==MK].
As in a conquered country, General Paul Kagame, President of Rwanda, nicknamed "the Butcher of the Great Lakes," "the African Hitler" or "the Criminal Without Borders", is moving freely in the capital of the European Union. Against all odds, he was invited to the European Development Days (EDD) on December 6th and 7th, 2010. Additionally, he granted himself the luxury of arriving a few days earlier: he has scheduled meetings -- certainly malicious -- in Brussels this week-end, December 4th and 5th, 2010! …
Keep in mind that on October 1st, 2010, the United Nations published a Mapping Report on the DRC (from 1993 to 2003) which points out the heavy responsibility of his army in serious crimes, including possible genocide committed against the Hutu refugees and related Congolese people!
More globally, during these past 20 years, in the African Great Lakes region, this man has been directly or indirectly responsible for the death of at least 8 million civilians - including women, children, the elderly and the sick – i.e. 6 million Congolese and 2 million Rwandan Tutsi, Twa and Hutu alike!
Therefore, European citizens, will you any longer tolerate this provocation? If not, talk to your fellow citizens and your elected officials, ensure that "the Butcher" no longer turns your media into vectors of “State Lies”, that his speeches are no more applauded or that your police no longer ensure the security of his rallies with impunity! By drawing inspiration from the Spanish example (see photo: sequence of the demonstration on July 16, 2010), request that your highest authorities shake no more his hands stained with blood!
Better yet, insist that your tax money no longer be used to fund the Rwandan criminal regime through cooperation. And ask the European Union to support a special tribunal for the DRC to prosecute and judge the crimes denounced by the Mapping Report.
Finally, please do not hesitate to support us by your presence in the demonstrations organized by Rwandan (+32 487 616 651; +32 485 198 030) and Congolese (+32 488 898 456) associations!:
- Saturday, December 4, 13:00 - 15:00: In front of the Cinquantenaire Park, within 100 m by Merode Roundabout (Near Autoworld, where President Kagame will meet with his supporters) ;
- Monday, December 6, 13:00 - 15:00: Albertine Place, B-1000 Brussels, near Central Station (and near the Square Brussels Meeting Centre, Rue Mont des Arts, where President Kagame will deliver a keynote speech, between 17:00 and 19:00, during one of the EDD conferences).
Paul Kagame and the RPF hard core at the center of the Rwandan Genocide
On one hand, Paul Kagame and the RPF hard core planned and executed the part of the Rwandan genocide which targeted the Hutus, from October 1990 to date; on the other hand, they provoked and facilitated its part which targeted the Tutsis, from April to July 1994.
1. – Actually, the simplified version of the Rwandan Genocide (wicked Hutus versus nice Tutsis) is cracking. A full version puts General Kagame at the center of the “Rwandan Genocide” or rather at the center of the “African Great Lakes Genocide” if one includes millions of Congolese who died.
This bloodthirsty warlord has been formatted in Uganda in the late 80’s to serve as a "puppet" in the wars for the control of the DR Congo's natural resources by various Anglo-Saxon interest groups with their Western allies.
2. - Thus, in 2008, the world learned that a genocide had been planned by the RPF and its supporters in Uganda in 1989: the genocide that targeted the Hutus considered as regional enemies deemed to be exterminated, starting with President HABYARIMANA (See Section 3.8 of the memorandum entitled "Genocide in Rwanda: the people cries out for justice", which was addressed to the UN Security Council by Intwari Partnership and was never denounced. 3. – Indeed, on the ground, the RPF elements, then so-called rebels (even though they were members of the regular Ugandan Army) attacked Rwanda on October 1, 1990. Then, before 1994, in the north-east area they controlled (in the prefectures of Ruhengeri and Byumba), they massacred more than 40,000 innocent civilians. They also caused internal displacement of over one million of our compatriots who ended up piling up, and for many of them, dying in the camp of internally displaced people, in Nyacyonga locality, near the capital Kigali, at a rate of 50 victims per day (Dare calculate yourself the number of victims for the period of 14 months they spent there!).
4. - Between the RPF and the Rwandan Government, a peace agreement was signed in Arusha, Tanzania, on August 4, 1993. Ignoring all efforts deployed in order to achieve such an Agreement, the RPF pushed the war at its paroxysm by its aerial attack of April 6, 1994, which decapitated the state by killing Rwandan President Juvenal HABYARIMANA (along with, among other officials, the Chief of General Staff of the National Army), not forgetting his Burundian counterpart, Cyprien NTARYAMIRA (along with two of his ministers) and three French nationals, crew members of the Falcon 50. In the context of the then prevailing tension, such a highly irresponsible act on behalf of the RPF, led by Major General Paul Kagame, triggered the massacres that quickly culminated into genocide.
5. - In April 1994, while the massacres had just made thousands of deads, Paul Kagame facilitated them. On one hand, he refused to negotiate a ceasefire with the Interim Government and on the other hand, he opposed any foreign intervention to stop the killings, arguing that the genocide was already consumed. Three months later, with hundreds of thousands of deads, upon seizing power, the General reported having "stopped the genocide against the Tutsis". This fact, combined with the international community guilt for having abandoned the population into the hands of killers from both sides, rapidly ensured him the legitimacy of exclusive control and authoritarian power.
6. - His Army subsequently engaged in systematic killings euphemistically described as atrocities or reprisals by the international community. The UNHCR investigator Robert Gersony reported 30,000 deads (mostly Hutus) after visiting only three out of 11 prefectures
7. – In addition to these systematic killings, arrest of true and false Hutu perpetrators of the Rwandan genocide (declared as genocide exclusively against the Tutsis) will lead to at least 200,000 prisoners of which only a smaller number will be reported. Later on, the judicial system of traditional courts Gacaca which relies on the zeal of the judges without any legal training and “informers unions”, contributed to (1) overcrowding prisons-hospices, (2) generating a slavery-like free labor through Works of General Interest (TIG) and (3) allowing the expropriation of convicted people. Finally, vague and draconian laws on genocide ideology cemented the unwavering conviction of the Hutus and any person who dares to criticize the regime albeit in the slightest manner.
8. - In 1995, from April 18th to April 22nd, under the pretext of dislodging the infiltrated militia, the Kibeho camp of internally displaced people, in the south of the country, was surrounded and bombarded by Kagame's army, in the presence of the dumbfounded peacekeepers of the UN. More than 8,000 deads were recorded and about 60,000 people among the survivors who tried to return home went missing soon upon their expected arrival. If there were not more serious crimes, the planning and the means used to "clean up" this camp of internally displaced people, most of whom Hutus, would make this single operation qualify as genocide.
9. - In the DR Congo, from 1996 to date, Kagame’s Army and his proxy rebellions still rape, torture, and massacre Rwandan refugees and Congolese populations of the eastern regions. Between 6 and 8 million civilians have been thus far killed. These facts have been described in the Mapping Report on the DRC published by the United Nations on October 1st, 2010.

10. - One should add the victims of the massacres committed in Rwanda since 1996 in the north-east area (Ruhengeri and Gisenyi) under the pretext of chasing away insurgents. Finally, the genocide is still going on in insidious forms (less visible) through tyrannical practices and the above mentioned repressive laws.
Summary of the criminal record of General Kagame
1) Participation in the plan devised in 1989 with President MUSEVENI of Uganda and the Anglo-Saxon allies to exterminate the Hutus of Rwanda considered as regional enemies, i.e. the major obstacles to their ambitions or interests in the African Great Lakes Region;
2) Massacres of hundreds of thousands of innocent civilians from all ethnic groups since October 1990, which culminated into the genocide of spring 1994;
3) 4 Heads of State murdered over a period of 8 years: Melchior NDADAYE of Burundi killed on 10/23/1993, Juvenal HABYARIMANA of Rwanda and Cyprien NTARYAMIRA of Burundi killed in the aerial attack on 04/06/1994 and Laurent-Desire KABILA of the DR Congo killed on 01/16/2001;
4) Six (6) Bishops (4 all Hutus in Rwanda, 1 in Burundi and 1 in DR Congo) and hundreds of religious catholics killed in the three former Belgian colonies;
5) More than 200,000 Rwandan refugees exterminated in camps in eastern DR Congo;
6) More than 6 million Congolese citizens killed in the DRC since the 1996 and 1998 wars;
7) Hundreds of thousands of orphans, disabled people and women raped in the DRC;
8) Dozens of Western and African murdered because they were considered as embarrassing witnesses: 9 missionaries and aid workers from Spain, 2 catholic priests from Canada, UN observers, etc;
9) The appropriation of properties of persons massacred or driven into exile;
10) The looting of natural resources of the DR Congo
Sixteen years after the RPF victory, the paradox is scandalous for only Hutus were arrested and tried by the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania.
As if such a criminal record was not damning enough, the regime of General Kagame continues to harass, kill, imprison and force innocent people into exile. Prior to his shame presidential election of August 9, 2010 which excluded the real opposition candidates, there has been several failed assassinations (General NYAMWASA refugee in South Africa) or successful assassinations (journalist Jean- Leonard RUGAMBAGE and Vice-President of the Democratic Green Party of Rwanda, Andre Kagwa RWISEREKA).
To completely lock up any space for free expression, General Kagame hinders the work of human rights (Carina Tertsakian of Human Rights Watch), imprisons lawyers (American Professor Peter Erlinder) and the main political opponents (See pictures below). The fact that President Kagame travels abroad while leaving his democratic opponents in jail is simply unacceptable!
Finally, let us not forget the profound misery in which the Rwandan population stagnates while the regime of General Kagame delights in false praise of "economic miracle" or "good governance". Foreigners only see the reality of the country through a tiny window formed by the capital Kigali while poverty is in full swing in rural and peri-urban areas (a specific note describing this problematic issue can be sent to you upon request).
