The “confession” of Dr.Théogene Rudasingwa in which he attestes that Paul Kagame ordered the attack on April 6, 1994 that killed former Rwandan President Juvenal Habyarimana and his Burundian counterpart Cyprien Ntaryamira was welcomed by the association Jambo, a non-profit organization of Rwandan youth.
This is shown by a press release published the association on Monday, October 3rd, 2011 on its website (www.jamboasbl.com). In that press release, the association asserted that justice should be done and that “Kagame should be tried before the International Criminal Tribunal for Rwanda (ICTR)”” whose mandate aims to “prosecute individuals responsible for acts of genocide or other serious violations of the international humanitarian law committed on the territory of Rwanda and Rwandan citizens responsible for such violations committed on the territory of neighboring States between January 1 and December 31, 1994 “(UN resolution 955).
Indeed, on Saturday the October 1st, 2011 at 7:09 PM , Théogène Rudasingwa published a note on his Facebook page, entitled “a confession”, with the following introduction: “PAUL KAGAME KILLED PRESIDENT JUVENAL HABYARIMANA, PRESIDENT CYPRIEN NTARYAMIRA OF BURUNDI, DEOGRATIAS NSABIMANA, ELIE SAGATWA, THADDEE BAGARAGAZA, JUVENAL RENZAHO, EMMANUEL AKINGENEYE, BERNARD CIZA, CYRIAQUE SIMBIZI, JACKY HERAUD, JEAN PIERRE MINABERRY AND JEAN-MICHEL PERRINE”. He went one step further in his statement by explaining the reasons that motivated his approach: "the truth must be told now." He also said that despite all the refutations of Kagame, his guilt in the attack is a "public" secret within the members of the Rwandan Patriotic Front.
This accusation from the former Secretary General of the RPF and its armed wing staff at the time of the attack and also former chief of staff of Paul Kagame has surprised many people who still question the authenticity of the author of such revelations. However, we can now say with certainty that this is not an impersonation but that it is indeed the words of Dr. Théogène Rudasingwa.
Indeed, in an interview with the Voice of America (listen to the interview), he stated in his own voice that the reason he decided to disclose such an open secret is because the death of President Juvenal Habyarimana and his Burundian counterpart has had unfortunate consequences, including the ignition of the ”genocide of Tutsis and moderate Hutus.”
Concerning the evidence of his facts, Rudasingwa still in an interview with VOA news said that first of all President Paul Kagame himself made the confession of the crime and that secondly he will provide evidence he holds in court at the appropriate time.
Rudasingwa also said that the purpose of these revelations is to refute the statements according to which the Hutu extremists shot down the presidential plane -an act that was meant to be part of their plan to exterminate the Tutsi - (editor’s note: in the same vein, the person who was once presented by the media as the “mastermind” of the genocide, namely Colonel Theoneste Bagosora, was acquitted by the ICTR for the crime of conspiracy to commit genocide) and to demonstrate that “Paul Kagame has his share of responsibility in the genocide of Tutsis.”
“The next step will be to bring Paul Kagame to justice“, he said, after asking forgiveness to the families of victims as well as to Rwandans, Burundians and French, for concealing the truth for so long.
About the term “genocide against the Tutsis and moderate Hutus” used by Théogène Rudasingwa, the association Jambo expressed regret at such a qualification of genocide, saying that "the identification of the Hutus victims of the genocide of 1994 as "moderate" indirectly means that all the Hutus who were not targeted by the killings are extremists, a scenario that does not correspond to the reality" according to the facts and numerous testimonies."
The Association Jambo also called upon all RPF actors to follow the good example of Abdul Ruzibiza and Théogène Rudasingwa by telling the truth about all crimes committed by their politico-military movement since October 1st 1990 up to date and “particularly on the extermination of civilians in war zones, the internally displaced people in Kibeho camp in April 1995, the population of northern Rwanda, the Hutu refugees in DRC between 1996 and 1997 and the Congolese people since 1996."
Finally the association Jambo called upon ”all actors, national as well as international, especially former and current Rwandan and Congolese political and military actors who served between 1990 and today, to help restore the truth and justice by giviving individual testimonies with respect to their previous functions and locations during the various tragic events that bereaved our region.”
