Report of the Mutsinzi "Experts Committee" : a collection of distortions of the truth, speculations, lies, paradoxes and antitheses

The Assassination of President Habyarimana on 6 April 1994 - Report of the Mutsinzi "Experts Committee" - The Report is generally a collection of distortions of the truth, speculations, lies, paradoxes and antitheses. Until President Habyarimana was assassinated, the RPF, especially its Radio Muhabura presented him as a monster whom the population was to be rid of. The RPF said Habyarimana was the only obstacle to the implementation of the Arusha Peace Agreement. However, when he organized the ceremonies for swearing in the members of the Transitional Institutions, the RPF boycotted them. But now the report made by the same RPF is defending him, saying he was favorable to the Arusha agreement, and was killed by the extremists of his own party or the Army who were opposed to the agreement.

All the information known about the threat of the RPF against Habyarimana, and the security measures that were taken because of it, are turned around to say that the threat was from the Rwandan Armed Forces. Even the information given Habyarimana by Mobutu on 4 April 1994 in Gbadolite is said to concern the threat from the Rwandan Armed Forces.

On 4 April 1994, the retired Colonel Théoneste Bagosora, then Director of Cabinet in the Ministry of Defense, said that he was against President Habyarimana’s traveling to Dar-es-Salaam on 6 April 1994, opining that his airplane could be downed. That means he was worried about the security of the President. But the Mutsinzi Report turned his declaration against him and presented Bagosora as the master of the plot against Habyarimana. Really, had Bagosora intended to kill Habyarimana, that trip would have been the perfect opportunity for him and he would not have opposed it. And when he said that the airplane might be shot down, he was not revealing any plan. He said that because of the information that was everywhere saying that the RPF would kill the president and then resume the war. One source from Europe advised the president not to go to Dar-es-Salaam. That is what Colonel Théoneste Bagosora repeated. But it is turned against him.

The witnesses are not free, because they must say what the RPF wants. The thesis of the RPF is that the missiles that downed the presidential airplane were shot from the military base at Kanombe, located near and to the west of the Habyarimana residence, where the airplane fell to earth, in order to contradict the first thesis locating the departure of the missiles more to the east, about 1 to 2 km from the presidential residence. No one can testify to this fact, which was attested to by the local population on 7 April 1994, out of fear for his security. Indeed, the missiles must have impacted the airplane at some distance from where the airplane got to the residence. Then the airplane stared to drop, not vertically but following a certain trajectory to make it fall in the garden of the residence. But the RPF and an ordered group of British experts confused the missile’s point of impact and the crash site as one and the same place, the Habyarimana residence, as if the airplane dropped vertically. Those experts take an imaginary point without any indication, like the departure of the missiles and calculated the angle, also imaginary, from that point until the executive residence, and consider that the airplane was shot down above the residence, and fell straight down. That is not possible, because the airplane was flying, it could not fall like a stone. Moreover it crashed on its landing approach. That means the missiles did not shake it; they only damaged the engines and the electronic system. That means, after the missile strike, the airplane continued along its flight path but went down as it progressively lost forward speed, until it crashed into the garden.

The Mutsinzi report lists the countries that had military cooperation pacts with the former-Rwandan Armed Forces and says those countries trained the Rwandan soldiers to use missiles. But the report cannot site the name of a single Rwandan soldier who received that training, or exactly when it took place. The truth is that nobody knew how or was trained to use missiles. The Rwandan Anti-Aircraft Battalion was only equipped with Anti-Aircraft quadruple machine guns, 14.5 and Double-Barrel 37 mm.

Also during these last 15 years, the RPF’s propaganda has only tried to deny its responsibility in the Habyarimana assassination. It has claimed that the Rwandan Armed Forces, aided by the French, shot down the plane from Masaka (the real point of origin of the missile strikes). A lot of so-called testimony has been about that thesis. But it was contradictory as to the shooters. Among all the witnesses who pretended they saw the shooters, some said they were Rwandan soldiers, they even cited the presence of the commander of the Presidential Guard. Others said they were the white soldiers wearing Belgian uniforms and the UN’s blue berets, but appeared to be French soldiers. Others said there were white soldiers wearing Belgian uniforms but with French berets. Now, however, the same RPF has changed the thesis that really engaged it, and come up with a new thesis of how the origin of the missiles was the military base at Kanombe.
