Nairobi/Kigali, Rwanda -
A Rwandan general, who is also the president of the country's football association, has been arrested after he skipped work to attend the start of the World Cup in South Africa, the New Times reported Friday.

General Jean Bosco Kazura unilaterally decided to travel to Cape Town for the football tournament.

But the army had little sympathy for his love of football, ordering him back to Rwanda and promptly arresting him on his arrival.

'Officers are not allowed to leave the country without prior permission,' an army spokeswoman said.
