Rwanda, the nation that Secretary of State Hillary Clinton, calls the "beacon of hope for Africa" has scheduled a presidential election in August this year, for the first time since 2003, but it now seems unlikely that any candidates with any chance of winning will be allowed to run against Rwandan President Paul Kagame....
