The Tutsi Colonization Plan of the Kivu Region and Other Central African Areas

The following is a secret document which was uncovered and exposed to show the evil plans of these people. It was translated from French by Sebiswi Mugabo Ayad at Mweso, Kivu on March 31, 1980.

THE TUTSI COLONIZATION PLAN OF THE KIVU REGION ANDOTHER CENTRAL AFRICAN AREAS

Although we are a minority in the Kivu region, we have been able to successfully retain the power during the 1960 elections by availing ourselves of the Bantu's naivety. However, since our cleverness was later discovered by the Congolese, "EVERY TUTSI FROM ANY REGION MUST IMPLEMENT THE FOLLOWING PLAN AND PARTICIPATE IN ITS DIFFUSION TO ALL OTHER TUTSI, ESPECIALLY THOSE FROM VOLCANO DISTRICT".

1) Every TUTSI must know that Hutu are related to the Congolese and that our colonization plan must be applied to the two groups.

2) Every TUTSI must know thoroughly and apply to the Congolese and other ethnic groups surrounding them the methods used successfully to conquer RWANDA. You must proceed with method and gradually and refrain from any precipitation which might awaken the spectra of the Great Conqueror Rwabugiri, our National Hero.

3) Every TUTSI intellectual must adopt as his first goal the control of additional districts, as everybody is aware of the importance of controlling local seats of authority in order to spread political ideas into uneducated populace.

4) Every TUTSI intellectual must make friends within the Congolese administration and get acquainted with the bureaucratic process and thus prepare himself for eventual take-over in which he is expected to take the place and eventually head the whole department.

5) Since we cannot replace the Hutu representatives just elected and put our own people in their places, let's make them our friends. We must conquer them by offering them gifts, especially alcohol beverages which will allow us to worm secrets out of them. Offer them girls, and if necessary, do not hesitate to arrange marriages with them. They will not resist our daughters' angelic beauty.

6) When the control of all important positions is achieved, we must remove all our BANTU enemies, especially Hutus.

7) With regard to conquering the Hutus, you must use the "BLOOD EXCHANGE PACT" in which they foolishly believe: Haven't desecrated it several times with impunity?

8) Avail yourselves of the credulity of the Hutu elites and use them to promote our interests and to look credible in electoral drives. As soon as the electoral drives are over, bilk them to show their inefficiency.

9) Every TUTSI civil servant must use terror in order in order to get respect authority from the uneducated Hutu populace.

10) Using the civil servant we master, we must ridicule the uneducated BANTU and call them pretentious; many in the Hutu elite will help us destroy their fellows, because Hutu don't care about their fellows' fate.

11) Whenever we discover that Hutu are caring for their fellows' fate, we must destroy that spirit by dividing its promoters: WE MUST DIVIDE IN ORDER TO RULE.

12) We must master completely all the members of the other ethnic groups whom we manage to control, especially Hutu fawners and make them promote our interests.

13) Every TUTSI must know that every Hutu has been created to be a SERVANT and that no Hutu must ever become a leader. Hutu must not be aware of this principle until it is too late for them. You must control progressively all the key positions in the administration and finally have in every district a Director who protects our interests.

14) Every TUTSI must use every means possible to lead all Hutu civil servants to an inferiority complex.

15) Any Hutu caring about his fellow's fate must be kept off and denied any access to the population.

16) We remind all the TUTSI youth that they must join the A.J.I.R. because, if we do not succeed by our cleverness, we must use violence. The TUTSI youth must support the TUTSI civil servants, use terror and exploit the intelligence provided by our spies and informants.

17) During the difficult times, we must convince the Hutu to support the Jean Mirubo's cabinet in which we had two ministers, because the collapse of that cabinet means our own failure. Don't you know that we own Mirubo?

18) We must fight the WANDANDE and HUTU who oppose our Jean Mirubo by using naive Hutu. Avail yourselves of the Hutu's greed. Offer them alcohol beverage and money. Don't care about how much you spend because we have enough money. Don't you recall that we still have 65,000,000F which we were supposed to pay to the Catholic teachers?

UDC NEWSLETTER of April 1998 exposed the following secret document of Tutsi.

To the attention of T.I.P. members in the Great Lakes Region.

Ref: Urgent and appropriate measure for the safeguard of our project.

When we met in Kisoro (Uganda) from 03 to 05 June 1997 just after our victory which led to the fall of dictator Mobutu, we underlined the necessity of strengthening our undertaking by posting our best human resources in services dealing with security, economics, finance and administration, particularly in the Provinces of north and South Kivu which are an integral part of our homeland. This strategy is supposed to make easy our control of the Democratic Republic of Congo and to consolidate further our influence in the Great Lakes Region.

In fact, Zaire was the missing link in ensuring that we attain total power control in the Indian basin with exception of Kenya and Tanzania where power is still in the hands of our enemies. However, Kenya will not be able to resist for a long time given the internal pressures exerted by our Ugandan, Ethiopian and Eritrean brothers who are determined to continue until victory is obtained! As far as Tanzania is concerned, our Masai brothers have not yet gained enough political and military influence to start a"liberation struggle" as have done our friends in Kenya. WE must analyze together what should be done to stop Mwalimu Nyerere who, clearly, intends to sabotage our hegemonic plans and who is actively seeking the removal of our Burundian brother, Major Buyoya. And furthermore, the Tanzanian government openly supports Nyangoma and the INTERAHAMWE of General Bizimungu who are responsible for genocide in Burundi and Rwanda.

While waiting for concrete proposals that will be submitted for approval at the Mbarara (Uganda) meeting to be held from 17 to 19 July 1997, we must remind the Team Leaders from the Democratic Republic of Congo to be vigilant day and night because Kabila is a Lumumbist. And you well know that Lumumbists are Nationalists. They might one day rebel against us and chase us from Congo. Congolese are like Hutus. They are ungrateful. That is why we strongly ask the Governor of North Kivu, Kanyamuhanga Gafungi and our brothers Ngezayo Albert and Rwakabuga Shinga, respectively President and Vice-President of TIP (Team Leaders in the Democratic Republic of Congo) to closely work with and support RPA and NRA soldiers stationed in the DRC so as to ensure the protection of our Representatives (Douglas Bugera and Bizima Karaha) within the government.

Our soldiers must by all means neutralize the MAI MAI and INTERAHAMWE who have become a thorn for the security of our farmers in the Masisi region. The Governor of north Kivu, Kanyamuhanga Gafungi expressed these same fears in his last report.

Finally, we would like to inform you that some of our friends have began to turn their back against us and to discredit us. They call us "war-mongers" and even "genociders". They are threatening to withdraw their support to us. We must urgently find strategies to deal with this situation.

N.B. TUTSI INTERNATIONAL POWER is now extended to Ethiopia and Eritrea and should also include Sudan after its liberation by John Garang.
